The Dar es Salaam Urban Jobs (Dar Jobs) programme is a market systems development programme that aims to catalyse sustainable change in sectors that have the potential to generate jobs and incomes for thousands of poor people, particularly women and youth. The programme will commence with activities in the manufacturing, waste and childcare sectors.
The programme will design and implement interventions that address constraints to the development in these sectors. In the DAR context, these constraints include; lack of access to affordable finance and business services; skills gaps; lack of access to technology; high transport costs;lack of access to commercial land and an unsupportive business environment, particularly for micro, small and medium enterprises (MSMEs)
Strategic and Operational Planning:
Leads the preparation of the annual strategic plans; technical and operational work plans and budgets; staffing plans; performance improvement plans and other plans as required;
Ensures appropriate consultation in the development of plans and budgets (including consultation with the Project Director, Operations Manager, the client, national government agencies and other programme stakeholders).
Provides technical guidance, oversight and quality assurance for all programme activities, outputs and deliverables.
Assumes overall responsibility for the effective implementation of work plans and ensures delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant.
Monitors implementation progress; maintains up to date logs of issues and risks; works to resolve issues, manages and mitigates risks; and escalates material issues and risks as appropriate.
Human Resource Management:
Assumes overall responsibility for the effective and professional management of the programme team.
Leads, guides, mentors and manages the performance of technical and administrative direct reports and ensures appropriate leadership, guidance, mentorship and management of other staff.
Participates as required in HR management including recruitment and contracting, performance management, disciplinary and grievance proceedings and learning and development.
Financial Management and Administration:
Primary responsibility for the use of reimbursable financial programme resources in Tanzania, excluding lines associated with Palladium expenditure
Resource allocation decisions, including the choice and use of personnel and development of budget variations, to be made based on a consideration of past and future commercial programme performance and the need to achieve and improve on corporate income targets
Responsible for ensuring the financial performance of the programme is met and exceeded in terms of the company bottom line
Ensures consistent implementation of company Standard Operating Procedures (SOPs) and Guidelines, Security Protocols and, where applicable, recommend modifications
Ensures the programme provides and demonstrates good value for money
Supports the preparation and delivery to the client of budget variations and contract amendments.
Client Relationship and Stakeholder Management:
Represents and promote legitimate commercial interests of the company
Maintains excellent working relationship with the client and ensures agreement of the program’s strategy, plans, resource requirements and any other contract amendments required
Manages relationships with the government of Tanzania, industry actors, business partners and Palladium implementing partners
Maintains regular communication with the client and relevant stakeholders and ensure that activity reports and critical program issues are resolved in a timely manner
Undertake effective relationship building with private sector operatives who are active in the programme environment, and who are willing to invest in the sector
Develop a mechanism for stakeholder consultation including coordination with Tanzania’s wider portfolio, as well as other donor funded programmes to maximize impact.
Educated to university degree level or above, preferably holding a Masters degree
At least 10 years experience in supporting market systems development covering a range of sub-sectors, which should include at least one or more of the following:
Experience working with key government departments and institutions involved in market systems development
Experience working with donor (preferably DFID) funded programmes
Strong expertise in building and managing programmatic relationships with high level stakeholders from government, civil society and donors
Strong expertise in leading complex programmes, including managing and mentoring senior members of staff
Good understanding of governance and public administration in Tanzania
Strong experience in managing complex teams
Fluent written and spoken English.
Experience managing programmes that have used flexible and adaptive approaches and political economy analysis.
Familiarity with DFID programme management, reporting, and systems.
Familiarity with Prince 2 process-based method for effective project management.
Understanding of contractor programme management systems, including SOPs and guidelines.
Fluent written and spoken Swahili.
