Director General – Dar es salaam – Rural Energy Agency

Reports to the Rural Energy Board (REB)

Duties and Responsibilities
i. Overall Management and operations of the Agency, including policy and operational matters;
ii. Provides leadership, guidance and motivation to management and staff in the implementation of the day to day activities of the Agency;
iii. Recommends to the Rural Energy Board short, medium and long term plans and strategies to achieve the vision and mission of the Agency;
iv. Advises and appraises the Rural Energy Board periodically on matters pertaining to the performance of Agency;
v. Develops and maintains good working relations with all stakeholders including Government Ministries, Donors, Parliament and Regional Authorities;
vi. Provides strategic direction in the major functions of the Agency’s operations and market it to key stakeholders, financiers and investors;
vii. Reviews the organization’s annual accounts and other statutory reports and submit to the Board for approval;
viii. Promotes investment in rural energy projects and activities that improve access to modern energy services for social and productive uses such as health, education, telecommunications and water services;
ix. Ensures that only appropriate and qualified private sector led and community based initiatives of rural energy projects based on sound principles and criteria, are submitted to the Board for consideration and approval for grants from the Rural Energy Fund;
x. Monitors the implementation of projects funded by the REF;
xi. Develops proposals for sourcing internal and external finance for t.se Rural Energy Agency and represents the Rural EnergyAgency (REA) and the Rural Energy Fund (REF) in all its dealings with partners and other third parties;
xii. Mobilizes financial resources to the Rural Energy Fund (REF) and ensure that sufficient funds are available in the fund to provide for rural energy projects and activities;
xiii. Employs and administer human resource issues such as staffing requirements including appointments of staff of the Rural Energy Agency; and
xiv. Carry out any other duties as may be assigned to him/her by the Rural Energy Board.

Qualification and Experience Required
i. Masters Degree in Energy or Engineering/ MBA in Finance or Economics or related disciplines from recognized training Institutions;
ii. Possession of a PHD degree in Engineering will be an added advantage;
iii. Computer literate;
iv. At least ten (10) years work experience at senior management level out of which five should be in a reputable organization.

Age Limit:
Should not be less than 40 and not above 55 years of age,

Employment Terms:
Contract of five (5) years – renewable based on performance.
