Human Resources Manager – TASAF

BASIC FUNCTIONS:
To assist the Executive Director to manage the Human and Administrative functions of the Project
as specified in the Financing Agreement and Operational Manual.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Develop and maintain active communication linkage within TASAF Management Unit;
b) Administer condition of services in relation to staff recruitment, staff welfare, discipline,
appraisal systems and human resources duties;
c) Prepare a comprehensive annual work program for Human Resources Department;
d) Ensures adherence to TASAF rules, regulations and procedures at all levels.
e) Coordinate activities leading to negotiations of staff contracts with collaborating institutions
including seeking legal opinion on matters relating to TASAF operations and management
of human resources;
f) Conduct induction activities and organize TMU staff career development in collaboration
with respective directorates and Departments;
g) Maintain and update staff records in the Human Resource Management system;
h) Provide technical support in formulating and developing human resources development
programs;
i) Maintain updated asset inventory register.
j) Manage Physical Resources Management System for all fixed assets of TASAF
k) Assess and compile capacity building requirements of human resources staff at all levels.
l) Conduct performance appraisals of human resources staff using agreed upon
performance indicators.
m) Be a member of the TASAF Management team.
n) Perform any other official duties as may be assigned by the Director of Coordination.

QUALIFICATION AND EXPERIENCE:
a) Holder of Master’s Degree in Human Resources Management, Business Administration,
Sociology or any other related field from a recognized university.
b) At least ten (10) years’ experience in relevant field in Public and / or Private Sectors of
which five (5) years must be at managerial position.
c) Must be computer literate.
d) Must have a thorough knowledge and understanding of and experience with donor
funded project.
e) High level of communication and interpersonal skills and ability to work with people at all
levels. .
f) Ability to supervise, train and coach staff in relevant skills.
g) Self-motivated with integrity and high level of confidentiality.

KEY PERFORMANCE MEASURES:
a) Existence of updated staff and leave records;
b) Existence of updated annual TMU staff training programs;
c) Existence of proper management of fixed assets and office utilities;
d) Existence of secure and conducive working environment;
e) Existence of effective staff performance appraisal system.
