M&E and Communication Officer – Agricultural Non State Actors Forum

PURPOSE:
During the implementation of previous strategic plan, and the new focus of ANSAF’s Strategic Plan for year 2013 – 2017, it is essential that ANSAF’s activities have simple, robust and practical monitoring and evaluation systems. Furthermore, as a way of communicating to the outside world, (smallholder farmers, , members, government, parliamentarians, development partners, academia and media), a senior person capable of articulating and delivering messages is needed. , ANSAF has therefore, created this post to facilitate the design and implementation M&E framework and communication to outside world that will enable the ongoing improvement of our programmes and support functions and informing and developing better practice

Main Duties and Responsibilities
Strategic Plan
 Lead the design and facilitate the implementation of the M&E framework for ANSAF Strategic Plan
and ensure that the framework meets internal M& E and donor requirements
Programme Activities
Programme Monitoring and Evaluation
 Support situation assessment/contextual analysis for new programme development.
 Support the ANSAF Management to design and provide oversight to engagement and programme
level reviews and evaluations respectively.
 Proactively support the development of M&E components of programme design documents and
proposals, e.g. log frames and indicators.
 Support development of programme specific M&E plans, consisting of range of methodologies including key implementation details for monitoring of programme log frames.
 Support ANSAFs Implementation and Management to interpret M and E findings into decision-making
points, lessons and best practices and successes.
 Provide mentoring, coaching and ‘training by doing’, to strengthen and enhance the knowledge and
skills and instil the right attitude (acquired in training in) for the practical implementation of M&E
systems, by both ANSAF staff and partners. not just to improve on reporting but their performance and
the prospects this has on bringing about lessons and positive and lasting change.
 Identify external resources to support the development of M&E skills and capacity within ANSAF staff
and partners.
 Establish evaluation terms of reference for all programmes and projects, in collaboration with –
Executive Secretary and Programme Managers.

Networking
 Develop an understanding and network with M&E organisations and/or M&E sections of other
organisations working in Tanzania with a view to developing and informing better practice in M&E
within ANSAF.
 Facilitate ANSAF staff to analyse M&E information and identify implications for members, smallholder
farmers, government and other stakeholders.
 Facilitate a culture of reflection and learning within the organisation.
 Undertake periodic reviews of the M&E systems.
 Facilitate process of development and dissemination of lessons learnt by Secretariat staff across all
areas of the Strategic Plan
Data Collection analysis and use
 Coordinate data collection, analysis and reporting for internal and external use
 Maintain data base and ensure data quality, integrity, consistence, reliability and timeliness.
 Facilitate effective use of M and E information in decision making and learning by implementation
team, beneficiaries, Organisation, other stakeholders and development partners.
Communication
 Review ANSAF documentations and communication materials for dissemination to ensure consistency
and relevancy to target audiences
 Support the ANSAF’s Programme Management Team to effectively communicate the various M&E
information (achievements, worthiness of investments, lessons, best practices) to the public, development
partners, academia, policy makers and other stakeholders.
 Ensure the production of adequate publications applicable to donor organizations as well as rural
producers and their representations
 Work closely with ANSAF members to understand and incorporate appropriate advocacy components
in their initiatives and projects to ensure micro-meso and macro linkages
 In collaboration with the communication and advocacy officer, design/produce advocacy materials for
public awareness campaigns with specific messages, flyers or radio/TV programs
 Raise the public image of the organisation through engaging with stakeholders in media and other
forums

Qualifications and Experience
 Minimum of first degree.
 At least 3 years of working experience specifically focused on M&E in a development context.
 At least 3 years experience of mentoring and coaching (capacity building) other staff in M&E.
 Knowledge of the key principles of M&E as well as knowledge and experience of M&E tools at
community and programme management level.
 Knowledge and experience in evaluation frameworks and the basic topics to be covered in evaluations.
 Knowledge and experience of managing networks,
 Knowledge and experience of participatory approaches to rural development.
 Excellent interpersonal communication skills, initiative and flexibility, in addition to the ability to operate
as part of a team as well as work independently.
 Good analytical and problem solving skills and the ability to meet deadlines.
 Excellent spoken and written Kiswahili and English.
