Job Summary: The Principal Customs Officer (Compliance & Enforcement) will be responsible for the co-ordination, guidance, advising and monitoring of customs preventive work, investigation and suppression of customs offences and other related offences including tax frauds, drug trafficking, money laundering and other trans-border security risks

Key Duties and Responsibilities:
In charge of the supervision of staff, planning of activities and development of budgets for the Compliance and Enforcement Department;
Formulate proposals for studies and carry out research in areas of strategic importance that translate into enhancement of Customs laws and compliance and enforcement in EAC;
Develop policies, strategies, programs and work plans on Customs Compliance and enforcement in EAC;
Work closely with the Legal Draftsman to prepare draft legal instruments and reports for consideration by the Council and EALA.
Coordinate, guide and monitor the development, review and implementation of customs laws and regulations of EAC.
Guide and offer technical and legal interpretations related to implementation of customs laws and regulations.
Prepare for publication gazette notices related to customs
Coordinate and guide implementation of work plans on customs compliance and enforcement for the full attainment of a Single Customs Territory
Coordinate in liaison with Partner States Customs Authorities to undertake customs investigations on cross border matters that require a regional approach.
Facilitate the trade Remedies committee on customs related disputes as specified in the Protocol Establishing the EAC Customs Union.
Coordinate the development and implementation of EAC Counterfeit laws, regulations and procedure manuals
Offer technical input and participate in trade negotiations on customs matters at the bilateral and multilateral levels.
Facilitate the exchange of information on Customs offences at the regional and international level.
Facilitate Policy organs and technical meeting;
Implement Council decisions relevant to the Sector; and
Prepare progress and annual reports.

Qualifications, Skills and Experience:
The ideal candidate for the East African Community Principal Customs Officer (Compliance & Enforcement) job vacancy must hold a Master’s Degree in Law, Economics, Business Administration or an equivalent degree from a recognised University/Institution.
Specialized training in Customs law and enforcement will be necessary.
Additional training in prevention and combating of illicit trade and other trans-border security risks is desirable.
A minimum of ten years’ experience in the Customs Services, five (5) of which should be at a senior level.
Skills and Competencies: Proficiency in computer applications, investigation skills, analytical skills, report writing skills, team building and supervisory skills.
Age: Below 55 years
