Senior Monitoring and Evaluation Advisor – International Center for AIDS Care and Treatment Programs

The M&E Advisor will assume the following responsibilities:
• Provides high-level technical oversight for project activities, including ensuring high quality, technically sound outputs
• Conceives of, manages and provides TA to strengthen national and sub-national capacity for strategic, data driven planning of the national HIV/AIDS response; and implementation of contextually relevant surveillance systems, robust routine M&E systems, and HMIS
• Recruits, supervises, mentors and motivates project technical team.
• Oversee M&E capacity building activities and TA to Public Health Institutions (PHIs) in Tanzania in the areas of M&E, SI, and HMIS
• Provide technical guidance to PHIs and other stakeholders in Tanzania for high quality data collection, dissemination, analysis, and use
• Provide TA on the development and strengthening of data-related guidance documents, access to data by all stakeholders including making data publicly available in various formats and through various mechanisms, and capacity for data analysis and use for decision-making
• Provide TA on the development and strengthening of electronic systems (e.g. DHIS) systems including ensuring users at different levels have access for submission and use of data, systems capture needed data, and support data quality
• Support the Tanzania PHI M&E system to develop indicators, develop data collection tools, and conduct related mentoring and training
• Provide TA on the development and implementation and routine data quality assessment procedures to address data completeness, timeliness, and accuracy
• Facilitate and provide leadership to ensure effective design, review, and implementation of the project’s M&E plan, including the development of project outputs, performance indicators, and targets
• Design and oversee the implementation of M&E systems to collect, manage, and disseminate data for reporting progress towards the project’s objectives
• In coordination with the Chief of Party and technical staff, prepare consolidated reports that include concise narratives and relevant tables and/or graphs to meet reporting requirements for all donors and stakeholders
• Manage other project staff and consultants including the HMIS Advisor
• Ensure regular coordination with ICAP-NY SI unit
• Undertake overall coordination of project knowledge management activities to document, share and archive data to build institutional memory as well as to inform programmatic direction
• Carry out other duties and special assignments, as requested

Education
• Advanced degree in epidemiology, biostatistics, public health, international health, or related discipline

Experience, Skills, And Minimum Qualifications
• 8 + years of experience in the design and implementation of M&E in international public health projects with HIV/AIDS M&E experience being highly desirable
• High-level computer including strong data management and analysis skills with ability to rapidly process and analyze data using the following: MS Excel, MS Access, SPSS and/or SAS, and Epi-Info Windows.
• Experience in HMIS including electronic medical record and aggregate data systems
• Strong organizational and project management skills
• Experience in supervising staff with a demonstrated ability to motivate staff and build effective teams
• Experience working with U.S. Government or other bi-lateral donors preferred, strong familiarity with CDC reporting requirements
• Ability to build strong working relationships with local Government officials, international donors, and technical and administrative staff
• Good written and verbal communications skills in English; ability to interact professionally in English
• 3 + years of experience working in the HIV/AIDS field in in sub-Saharan Africa with previous experience working in Tanzania strongly preferred

Travel Requirements
• The M&E Advisor will be based in Dar es Salaam, Tanzania and will be expected to regularly travel in-country including Zanzibar. In addition, there is the possibility of one or more international trips per year.
