RESPONSIBILITIES
· Contribute for the objectives of GIZ good financial governance programme in the field of actions on social accountability with a particular focus on citizen participations at local government level
· Managing support to various partner organizations primarily at local level, combining skill set in social accountability in social accountability, good local governance and ideally public financial management
· Assisting the manager of the field of actions in the technical and administrative implementations of GIZ contributions, including the monitoring of achievements and reporting

TASK
· Analyze existing communications process between partner local government authorized respective local interest groups with a focus on the local tax system, use of own revenue, budget and auditing process
· Assist in negotiating appropriate local dialogue mechanism between local government authorized, civil society and the private sector
· Provide technical advice on the concept of citizen participations and collaborations in developing instrument and mechanism to promote citizens participations in discourses on public finances

QUALIFICATIONS
· Degree in social science , political science, public administrations, economics, or similar specialist
· 7 years experience on social accountability and good local governance
· Good knowledge and experience on social accountability tools and process as well as citizen participations
· Practical experience In working with civil society organizations at local level are essential
· Experience in producing effective verbal and written communication is expected if possible
· It skills in using Word, power point, excel are expected
· Fluent written and spoken English and Kiswahili are expected
