Deputy Team Leader/Chief of Party – Market Systems Development – Palladium International – Dar es Salaam

The role

The programme will design and implement interventions that address constraints to the development of these sectors. In the Dar context, these constraints include: lack of access to affordable finance and business services; skills gaps; lack of access to technology; high transport costs; lack of access to commercial land and an unsupportive business environment, particularly for micro, small and medium enterprises (MSMEs).

The Deputy Team Leader works closely with the Team Leader to support management of Dar Jobs activities and personnel and include the operational, managerial and technical aspects of the programme. The Deputy Team Leader will support all programmatic, administrative, operational and financial activities that are required to ensure successful delivery of the activities described in the head contract and programme proposal. The role forms part of the senior leadership team on the project and ensures that risks are minimised, company policies, processes and procedures are adhered to, and the project is compliant with client policies, rules and regulations. The Deputy Team Leader will report on programme strategy, adaptive management practices, communications and research to support programme goals. To include;

Requirements

Essential

Educated to university degree level or above, preferably holding a Master’s degree
Between 5-8 years’ experience working in a senior position on market systems development covering a range of sub sectors, which should include at least one or more of the following;

Light manufacturing

Waste management

Childcare

Previous experience working in Tanzania for donor funded programmes.

Demonstrated management capability of large donor programmes, overseeing programme, budgets and staff.

Fluent written and spoken English.

Preferable

Experience managing programmes that have used flexible and adaptive approaches to political economy analysis.
Familiarity with DFID programme management, reporting, and systems.
Familiarity with Prince 2 process-based method for effective project management.
Understanding of contractor programme management systems, including SOPs and guidelines.
Fluent written and spoken Swahili.
