Regional Operations Coordinator – RTI

The Regional Operations Coordinator will be responsible for ensuring that the overall financial and procurement processes are adhered to and executed in a timely way, supporting Tusome Pamoja regional office teams and field implementation. He/she will work closely with both finance and procurement processes, in coordination with the Senior Finance Manager and the Procurement and Logistics Manager in the Dar es Salaam RTI office.

Finance:
-Assists the Senior Finance Manager in the oversight of financial transactions being submitted by regional offices
-Receive and process all invoices, staff advances and expense reports from regional offices on time
-Monitor field trip expense liquidations of regional offices, and ensure that any cash not spent is deposited in a timely manner and issue receipt.
-Manage cash advances to regionally-based staff and ensure advances are accounted for as per RTI policies and procedures.
-Review transactions posted in the QuickBooks to avoid compliance queries.
-Oversee the monitoring and replenishment of petty cash accounts for regional offices.
-Manage and monitor Mobile Money payments for workshop/training and advances to staff and participants
-Assist in preparation of Mobile Money Reconciliation
-Maintain financial management files of backup documentation for all local transactions as required by USAID regulations and RTI policies, and ensure origin documents in the regional offices are filled using
QuickBooks transaction number
-Conducts other general accounting duties, as assigned.
-Procurement and Logistics:

In collaboration with the Procurement and Logistics Manager:
Oversee procurement documentation submitted from regional offices, ensuring that RTI and USAID procedures are followed, and that all records are maintained
Ensure contractual and financial integrity of project’s procurements, inventory control and tracking of project equipment in the regional office.
Conduct random field visits and/or phone calls to verify authenticity of regionally-based vendors.
Track and monitor contracts issued to TTCs and vendors in regions.
Collaborate with the DCOP/Operations and the Procurement Manager to create procurement plans and implement them.
Manage and ensure RTI procurement files are complete and well maintained in accordance with RTI and USAID requirements.

Qualifications:
Bachelor’s degree in business/accounting/procurement from a recognized institution and 6 years relevant experience in finance and procurement/logistics or equivalent or Master’s degree and 3 years of experience; Knowledge of finance and accounting processes and procedures required; Knowledge of procurement processes and competitive sourcing efforts in accordance with USAID rules and regulations; Ability to work independently and proven record in working in a high paced development program or project; Superior integrity, work habits, and ability to meet deadlines; Excellent computer skills including Word, Excel, and Access. Knowledge of QuickBooks preferred; USAID experience a plus; Fluency in English and Kiswahili required.
